Dr. Alex L. Keijah Executive Vice President

Dr. Alex L. Keijah is a seasoned Public Financial Management (PFM) Reform and Project Fiduciary Management Specialist with more than ten (10) years’ work experience at the Ministry of Finance and Line Ministries in Sierra Leone, with professional engagements at Central Government Ministries, Departments, and Agencies, including Ministry of Lands Housing and Country Planning, development partners, and at Sub-National Level in Sierra Leone. His PFM Reform coordination experience involves engagements at local, national, regional and global levels in addressing critical PFM reform issues including central government macro-fiscal policies and budget formulations, domestic revenue mobilization and administration, expenditure management, financial inclusivity, public debt management, public procurement, financial services, public sector accounting and financial reporting, projects fiduciary management, national statistics, health systems strengthening, digitalization and e-government processes, land sector administration, multi-donor aid coordination, internal and external audits, and supports to the legislative oversight in Sierra Leone.

Dr. Alex Keijah has extensive work experience relating to multi-donor projects identification, preparation, implementations and closure with projects funded by the World Bank IDA, Africa Development Bank, Islamic Development Bank, Japan Social Development Bank, and European Union on public financial management reforms, and other investment project finances in the tune of more than USD$200million across many sectors in Sierra Leone, and assisting technical assistance programs from the International Monetary Fund on macro fiscal forecasting and public finance management bill which is now the Sierra Leone PFM Act 2016. Dr. Alex Keijah has dual Ph.D. in Finance (Switzerland & Nicaragua), and holds M.Sc. Finance, Accounting and Management UK, British Chevening Scholar, fully qualified Chartered Accountant (ACCA member UK), and B.Sc. (Hons) Applied Accounting Sierra Leone.
